On August 7, the government announced a Request for Proposals for bids on one of Alberta’s Contract Maintenance Areas, covering Deerfoot Trail in Calgary. The existing contract expires on July 31, 2019. This RFP introduces new rules known as “performance-based specs” (PBS). This change was expected, as Alberta Transportation had consulted with the industry.
However, it is profoundly unfair to extend the terms of contracts formerly held by Carillion while handing them to a new industry player, even as Alberta’s existing players need to re-bid their contracts under a new set of rules. The PBS system is expected to result in higher costs for Highway Maintenance Contractors; yet Emcon gets extended contracts under the old rules.
