Media have asked us whether we think Carillion’s union status played a role in the Emcon deal. We cannot speculate as to Minister Mason’s motivation in approving a sole-source deal. Below are the facts of the situation as we understand them.
Carillion was the only highway maintenance company to have a workforce unionized under the Alberta Union of Provincial Employees (AUPE). The AUPE lobbied Alberta Transportation Minister Brian Mason, who promised to “honour all existing labour agreements between Carillion and AUPE” in finding a new maintenance contractor. The Alberta contracts have been granted to Emcon Services of B.C., which has a unionized workforce under the BCGEU, the B.C. equivalent of the AUPE.
